Yes, for the moment they are.

Win9x/ME uses the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\
ProductName

And all version of WinNT up from 4.0, including Win2000 and XP (I have not used prior version of NT) use:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\
ProductName
