Who knows what country has asked another for support; it may not always be publicized for political reasons. Assuming that they didn't ask, it is still their (Israel, Palestine, whoever) perogative to let us know they're not interested in our "help".

I think we're going to have to differ on this one.
In my experience, I've usually found that unconditional help brings far greater reward than help given with strings attached.
