The only kind of help system I would write now is HTML. This becomes very easy to integrate into your applications if you include a form using the browser control. I set the 'HOME' page in the startup ini file (which is just an html page) and the only places the user can navigate is through the links. There is no address bar. This way the USERS can modify their own help system, adding and updating issues very easily. Office 97 documents translate very well into HTML format and this type of help system is something that the USERS and their managers should manage.
