The DLLs are required to run the program. They can be anywhere they are accesible - that would be, mainly, in the same folder as the executable, or along the path.
For instance, I believe you could have the EXE and the DLLs on the same folder on the CD, and run both directly from there. Problems may appear, if Visual FoxPro tries to create files (for instance, temporary files) on a R/O CD. You should do some testing here (before ruining a CD, you can test over a network to which you have R/O access).
