The only idea is that the code you think is running isn't.

Try this. Create a new screen. Activate the Screen Layout dialog. If you look in the area on the left representing the monitor and screen, you should see that the screen is shown with a title bar. Click on the Window Style command button and un-check the Movable check box and click OK. You should see that the title bar is gone. Go and re-check the check box and it should come back.

The only other idea that I have is that somewhere in the Setup code, the window is being re-defined as not movable.
