It appears that you work for a government agency. Most government agencies around here are short of cash and like to use less-expensive approaches to their needs. As far as I know, Oracle is expensive - more expensive than MS SQL Server, and definitely more expensive than VFP.

Finally, you may have the "manager" problem. Managers "appear" to be managing when they are making changes. If everything is humming along who needs them? Consequently they make themselves look important by changing everything.
