VFP has a desktop (file-based) database that is extremely fast and excellent overall. It scales well and is very easy to use.
But if you are looking for data security, user access authentication, strong logging and data transaction rollback, scalability, strong backup options, then you should consider a client-server or N-Tier solution using an external database server and engine, like SQL-Server, Oracle, MySQL, etc.
VFP can access data from many sources. It does not necessarily have to be from a DBF as it can also be a great language for the UI and middle-tiers in a multi-tier system.
I do not use MySQL so I can't comment on it directly but surely somebody else here will give you some more details.
