Not yet. As I understand it, if none of the candidates gets more than 50% of the popular vote, the Congress (whose composition by party, in general terms, is proportional to the popular vote) will vote between the first two candidates. Those are Gonzalo Sánchez de Lozada, "Goni", who was already president a few years ago, and Evo Morales - the person who the U.S. ambassador asked not to vote for - see the original message in the thread (in part, I believe, the U.S. ambassador did this because Evo Morales represents the interests of people who grow the Ancient and Sacred Leaf).
It is precisely because of the comments of the U.S. ambassador that Evo Moreles got up so high.
The Congress vote usually means, in practice, different political parties negotiating an making coalissions.
The new president is supposed to assume his position on Independence Day (6 August), but I don't know whether there is a previous deadline, for the decision as such (who will be president).
