It sounds like a problem with Terminal Server License Server; adding Win2K CALs does not add new WTS CALs inherently; you need to purchase additional WTS CALs and install them to the WTS License Server to make additional CALs visible and available.
Assuming that WTS is in Application Mode (as opposed to Remote Admin Mode) and there is a valid WTS License Server running with added WTS CALs installed, you should be able to have multiple clients running; each CAL applies to a single machine running under an OS prior to Win2K; Win2K Pro and WinXP contain internal TS CALs of their own, so do not require their own CAL, but WTS still must see at least one License Server running and activated to allow >1 station to connect (there is an internal CAL for Remote Administration built into each copy of Win2K Server.)
