Check in Tools/Options dialog - File Locations tab, whether you have resource file set.
for Win2000 the default resource file is
c:\documents and settings\\application data\microsoft\visual foxpro\foxuser.dbf
for other operating systems it could be different.
After setting it don't forget to click on Set as Default button
