Interesting problem;

There is a special TIF flavor for 2 bit images - commonly used for faxing. I think it is called "CALS", "FAX4 (CCITT G4)" or just "G4". It is VERY compact, and is used by most service bureaus. You should try a scan at 300x300 using this format.

You'll have to test to see whether you need a viewer or conversion to see them in a report or VFP form, but if you need to convert them for viewing or printing you might want to consider a bulk conversion of changed files using ImageMagick automated with VFP.

I know LeadTools makes a very good viewer. If you have the bucks, take a good look at it.
