Nope, but I did find the issue... Knowledge Base Article Q216985 addresses the problem...

Apparently, even though the vertical scroll bar is available, the last (bottom) control on a form can't be below a certain point. The article describes how to calculate the lowest (bottom) point a control can be placed, based on the user's screen resolution.
