I think the best tool is known as a "backup copy" which you can just replace the bad one with anytime it's needed. Keep the most records you'll need in it, and then delete some when you need to.

Or, you could write a little program to copy the original DBC and add/delete any records you want. Look at ADBOBJECTS for scanning a DBC and its tables, then you can control the records in each table by automation, maybe?
