There are no restriction for multi-national team. I would suggest to re-read the point one of the rules which is providing that flexibility.

As for the other points, they are good. We will see if separate competitions could be done next year. But, the goals for this year, within the current infrastructure that we can support, was only for an overall aspect and not individual as per each event. So, this is what we wanted to go with as this is what the community, based on several requests we received since Jan, was asking for.
