When I press the left mouse button, the pointer changes to a circle with a line through it. I drag to an editor window and the pointer changes to a plus sign. I release the mouse button in the editor window. Nothing happens.

Works for me if I drag from the Constants node of the left pane. Do you've SP1 installed?
