Well, I finally resolved one server.
1. Change IWAM password from Active Directory
2. Change IWAM password from IIS
3. IWAM account needed to synchronized between Active Directory and IIS Meta table. However, in order to do that, I had to install the MS Script Engine 5.6. So, I run synciwam.vbs in \inetpub\adminscripts.
4. Recreate the COM package
5. Change Interactive to Administrator in the Package component Identity
