Try right-clicking on the menu bar, customize and press on the "Reset" button. Don't know for sure if this will solve it, but this is supposed to bring back default settings for the menus. Most likely it's a registry setting gone awry.

Other than that or messing with the registry, you could create your exes with with the command line, e.g. vb6.exe /make
