As I recall, I coudn't modify the shortcut directly from the Windows interface. That's why I used the WSH.

I've also experienced this with the MSDN library icon on my desktop. This didn't occur until I installed the January or April, 2002 edition of the library. I think it has something to do with that and IE Explorer.
