Those connection counts that you list certainly are different than anything else written about, officially or otherwise. And I don't doubt your numbers.
I don't know what impact accessing through a proxy server has, but I guess it does have some.
Also, if the only action is accessing the internet and possibly saving 'documents' from it, then I can see that working (except for the disagreement regarding the numbers).
There seems to be a paucity of details as regards 'proper' usage of this long-standing Windows feature. That makes it hard to "tell" anyone that peer-to-peer may not be a good way to run VFP applications, especially when they have apparent success when testing such a configuration.
