To pull this off, you have to hack the FRX file. First, add the graphic to the page header band with the Report Designer. It doesn't have to be full-size, you just have to get the object on the report so you can hack it later.
Next, close the Report Designer and open the report file:

Now look through the records in the table and find the record that represents the image. It will have an OBJTYPE of 17 and the PICTURE field will be the name of the graphic file. Once you have found this record, you can change the HPOS and VPOS fields to represent the horizontal and vertical starting positions of the image. Next, change the HEIGHT and WIDTH fields to represent the size you want the image to be. The unit of measure for these four fields is 1/10,000 of an inch, so to get 3" x 1/2", enter 30000 for the HEIGHT and 5000 for the WIDTH.
Now just close the table and run the report. The image will appear in the position you indicated and won't be considered part of the "footer" so the detail bands will continue right next to the image.
