I have a VFP 5 app that I sent out to a site that is running Windows 2K. When they attempt to start the app the error message:

! Visual Foxpro Cannot Start. Could not load resources..Press F1 for help.

Application was built with the setup wizard under Windows 2K with the latest Service Pack. Application runs fine in Windows 98.

I have done the following troubleshooting. VFP5.dll resides in both the application folder and \WINNT\SYSTEM32. I tried specifying a different FOXUSER.DBF file address with the -L property. Program runs fine if I start up VFP itself first although the version I have on the machine is VFP 6.
