Check to see if the temp folder is marked with the "system" attribute. To protect the operating system, VFP will not create its temp files in a folder marked with the "system" attribute.

If the temp folder has the system attribute checked, VFP will default to creating its temporary files in whatever folder is "current", which might not be predictable, and might not be writable.
