However,if I go to find, select more and format then choose a style in many cases it will not locate that style. Does the document hold the style even if it is not used?

Styles are saved in the document, whether you have paragraph(s) that use it, or not. This makes sense, too. You can have a template with styles for, say, a quotation. Just select the style "quotation", and the selected paragraph(s) receive the selected style. Yet when you start an empty document, you will not initially use this style. You would not want to lose your style definitions just because you have deleted the last paragraph that uses it - perhaps temporarily.
