other items for your checklist:
1) I know you said single machine and desktop, but if you have any cables that carry data between machines or to a server, then you have to make sure those cables are laid in such a way that they're not within a couple of inches or so of electrical power cables. When those electrical power cables cross a data cable, and touch, that causes data corruption.
2) You need a good maintenance utility to prevent and repair data corruption. I use Recover from Abri Technologies.
3) you get the user to actually run the maintenance procedure regularly whether they have problems or not
4) each and every time after the machine is shut down improperly they should run the index re-create procedure and the maintenance utility such as Recover.
