That's only partially true. XP interfaces with the driver for the burner. You have to at least install that unless XP ships with one for your burner.

Just drag the files onto cd writer letter, right click the cd writer drive, and choose 'write these files to cd'. It will burn them onto cd whithout any cd writing software installed.
