If you starting new project it is normat to do it with last version of the product, which you use.
Ususally latest version give you access to the latest technologies, it is more productive and all other vendors try to supply with new version of their product, which are done with it.
I think that you will find advantages of new VFP7 a week after receiving. I thing that $250 for upgrade is noth so much and new version worth much more.
