So (despite of what Cathy Pountney says) there can be some tweaks that will give you the desired result (or some result that looks like "better")

Memo field settings:
Strech with overflow, Fix relative to the bottom of the band

Print when..
Print repeated values: No
(and maybe remove line if blank)

All other text fields
Fix relative to the bottom of the band

Post me here if you have troubles getting this to work.
You may need to add "fictive" data-grouping (and space in the datagroup footer) so that memo-fields do not cover other values. Also keep in mind that if the memo-field has much more lines than the other details, memo-fields can overlap each other. You may have additional logic that will reduce the number of lines of the memo field to a given "secure" number of lines
