After downgrading the SOAP toolkit from version 3 to version 2(sp1), I finally got the web service wizard to run. Now, when I attempt to run the web service method I get the error:

OLE error code 0x800a13be: Unknown COM status code.
800a13be: Unknown COM status code

This happens with even a very simple DLL which is registered and works fine with the createobject command. The virtual directory in IIS is configured to run scripts and executables with anonymous access and the web user account has full control to that folder.

What am I missing?
