Web Services in VFP are implemented using DLLs (as some known samples we have the UT Web Service, FoxCentral, etc.). Everytime I´ve had (and some other guys too) this error you have, was because of some problem with SOAP Toolkit. For me, mostly times was solved by removing, restarting and reinstalling STK... :(
