In theory it may be possible, but unlikely that it possible in practice. You will need to translate pro_ext.h header file to Pascal and obtain a Visual C++ 7.0 runtime import libraries.
If you want to extend FoxPro functionality with Delphi you have many other ways: DLLs, COM libraries, ActiveX controls.
