You might want to try a resizer class in the form and maximize the form on activate. The resizer should resize each object in proportion to the designed proportions. This should make your form fill the screen and all objects visible at any resolution, however, it might make the text size too small to read on screen resolution 640x480. It would probably be better to design at 800X600.
