>.... our next move is to sell it for a huge discount <Seems to me that if the state agencies will only buy from a corporation that wants to sell to them for $500,000 then maybe your first move shouldn't be a discount, but instead raise your price to be closer to the competition, but still underbidding them ... say $450,000.
