I can offer our FoxPictureBox ActiveX Control, which allows you to do exactly what you want. Moreover, you can draw over picture, use clipboard to copy/paste picture and/or drawings and open BMP, DIB, GIF, JPG, ICO, CUR, WMF and EMF files. Pictures are saved in the same format from which they are loaded, except JPG and GIF, which are saved as BMP/DIB.
