If you use only Microsoft technologies, there are only one possibility - to write VB PDA application for WinCE and to export data to host work station using USB or RS232.
After that you canread from directory where data is saved. Format is simple and there are not any problem to make a VFP converter, which will convert this files in DBF or cursor.
