In VFP 6, CLOSE DATABASES will close the currently open DBC and its tables. If no DBC is open, then free tables are closed.
Conversely, CLOSE TABLES ALL will close all tables (but not the DBC) of the currently open DBC. If no DBC is open, all free tables will be closed.
