If you do this, then still someone could sit down at his computer and run the app. Does the app itself require a login and password to run? Also, they could copy the files off to another machine via a portable zip drive, etc. They can also access the files without the apps login and password from the OS on the pc. If you decide that this is an acceptable risk (and many small companies do) then ensure there is a good backup device on the pc (security here to for the tapes, etc) so if he loses his harddrive the app and its data are not lost permanently. I would ensure you explain the risks to him regardless, because inevitably something 'goes wrong' from the coworkers you never suspected capable or simply from hardware failure and the user then uses the phrase to you: "but you never told me that could be a problem!" Protect yourself whichever way you choose to go. I know, I sound like a broken record! I've just seen happen SO many times....
