Thanks for the thought Charlie, to answer your question (I think) -- Yes. Applying your thought, I called up IE and told it to work offline.. called up my app, selected my files, pressed send.. the dialup dialog box came up.. I cancelled the dialup dialog box and IE stayed offline (what I'd expect I guess -- maybe I didnt interpret your inquiry correctly?)

Any way, I'm currently experimenting with the InternetGetConnectedState() and InternetDial() and have resolved a few internal changes made by Abrams' class.. things are starting to look a little better. I'm getting a more consistent and user friendly interface.
