No, that's not what I meant. When I said between "business cycles", I meant when profits are flat. Most companies don't earn their revenue evenly thoughout the year. Some months are better than others. If you overregulate them in terms of accounting, the stockholders may panic when they see a few bad months when company is basically sound. You may end up creating more problems than you fix.

I think a few new regs are necessary here to boost moral in stock market, but I think system is basically good. Remember there are checks and balances: it's called COMPETITION. Under competion the consumer is soverign!
