regsvr32 \fullpathhere\foxhelpps.dll

What may happen is that you had an app of yours with a setup built with ISLE (Instald Shield very very Limited Edition), and you uninstalled it. Depending on where does it install these two files, upon uninstall it will delete them (paying absolutely no attention whether they existed before and whether the dll was registered) and will unregister the dll.

This is an awful bug in ISLE, but since it affects only real programmers (us) who never use Help... OK, I'm an imaginary programmer and I use it :).
