Thanks for your response. I can now create new apps, but I have several issues:

1. I get the following message when creating a new app:
Unable to set the permissions on the 'bin' folder to restrict browser 
access.  Active Directory Services cannot find the web server.  A possible 
cause for this is an incompatibility between versions of Internet 
Information Server (IIS) on the client and the server.  The usual cause for 
this error is creating Web projects on a Windows 2000 or newer server from a 
Windows NT 4.0 client.  You may manually restrict browse access to this 
folder using the Internet Services Manager.
2. I also get the following message:
The Web was created successfully, but an error occurred when trying to 
configure the application root for this Web.  Web projects may not operate
correctly without an application root.  The returned error was: Active 
Directory Services cannot find the web server.  A possible cause for this is 
an impcompatibility between versions fo Internet Information Server (IIS) on
the client and the server.  The ususal cause for this error is creating Web
projects on a Windwos 2000 or newer server from a Windows NT 4.0 client.  You can manually configure the application root using the Internet Services
Manager.
3. I need to edit the properties of my new app and create the application settings via IIS on the web server.

Were there some settings in the extension I removed that I need to resolve these problems?

>You do need FPE installed. Sometimes uninstalling and reinstalling does the trick. Otherwise, in inetmgr you can right click on your virtual root and go to All tasks and you should see all the options for FPE.
