I decided to create a second array with the data in the correct position rather than a using a cursor. I did it this way mostly because one of the alternatives (rows in array) allows an "open" bound value and I didn't know how to implement that with a cursor.

Thanks for the definitive statement that it couldn't be done with the original array.
