What version are you using? If VFP7, you need to distribute FoxHHelp7.exe and FoxHHelpPS.dll. Note that these are not the files that the MSM in InstallShield includes: you need to include them manually. They live in Program Files\Common Files\Microsoft Shared\VFP.
