No, the IRS. (If you knew how corrupt the local police were you wouldn't ask why I didn't go to them.)

These events occured at the same time I was questioning his secretary about some unusual entries in his manual ledger, once concerning reimbursement vouchers. She mentioned that her last pay raise was by voucher. He had her sign a reimbursement voucher for $50 every month, even though he never gave her any money and she had never purchased anything for him out of her own money. He told her to take the vouchers off her income tax. I explained to her the realities of her situation and she blew up. Then she told me about his prostitution ring and his possible cocain dealings. (Apparently, sleeping with him at least once was one of the job requirements too.) She agreed to go to the IRS. The IRS agent we spoke to, it turned out, had a friend who was a former IRS agent. That former IRS agent, also a CPA, was a business partner of this guy. She ended up getting fired and I was audited three years in a row. Nothing was done with the info we submitted.
Some people and organizations are pure evil.

Poor employers (especially in the mom&pop genra) rarely pass the restroom test. If the employer has no respect for the employees you can see it in how poorly the restroom facilities are maintained.
