As part of my VFP7 runtime I have been including mscomct2.ocx and mscomctl.ocx.

Guess it's time to revisit the 'required files' list and trim any extraneous files that may have snuck into my install over the year. I have tweaked the install occassionally as I hit a PC that didn't have a support .dll.
