I think the backend used should be dependent upon the requirements. SQL Server has a number of security issues that Oracle does not enjoy. Within the banking industry in the United States I understand from my relatives in that industry that SQL Server would not be considered for any serious monetary function. Oracle costs a great deal of money to implement! Just look at the experience of the State of California, where I live!

Although SQL Server does cost a fraction of Oracle the needs analysis must be considered. If the highest degree of security is not needed then SQL Server is a good product to consider.

I echo your advice to use the tool you are familiar with in this case VB. Consideration should be given to learn VB.NET. At this point in time with the immaturity of .NET I would suggest not spending too much time with the product. Try to ask questions, read and see what VB.NET is capable of in comparison to your needs.
