I use KONxiSE. You should be able to get it at http://www.xitech-europe.co.uk/Konxise/index.html

You can not use this to encrypt APP files. YOu must compile to EXE in order to encrypt. Their encryption of the EXE also compresses the file. I get about 50% compression on a 3MB EXE.
