I was under the impression that the SQL Server will consume as much memory as it wants as demand grows. Before formatting I would try to configure the server to use a fixed amount of memory. Get the properties of the server in the Enterprise Manager, and then in the 'Memory' tab set it to a fixed amount. Personally I would never do this unless you think some other process if using all the memory, and in that case you can just look in the task manager to see each process and how much memory it is taking.
