I get an idea what is happening, but I do not have an idea how to prevent it.
So:
when the first line is foramted for printing it is done this way:

MEMO 1st data line
When you print 2nd, 3rd etc. lines the botom margin is moved, and so is moved the memo field:

MEMO 1st data line
MEMO 2nd data line
.....
____________________________________
MEMO 1st data line
MEMO 2nd data line
MEMO 3rd data line
MEMO 4th data line
So that I will say the most hated phrase in the MSKB - "It is by design" (according to me)
I do not think it is possible to avoid this extra space.
You can try to split the memo in MLines and display it in Fields with no Strech with overflow. (The Cathy Pountney's sugestion).
