You might take a look at the "PERL Black Book". It is a book about perl and has lots of examples including one for uploading files. This is from the back cover of the book:

Also, you might do a search of Google for perl scripts. I'm have a feeling you will find at least one upload file script already written, tested, and ready to go. Also, you might take a look at the following link:

This site provide a window IDE for Perl It allows you to step through your perl script while watch your variable. Also, you can assign break-points during testing of scripts, etc.
