Thanks for your response. I actually changed it a bit to get it to work. I put the following expression:

"chr(10)+chr(10)+chr(10)+chr(10)+chr(10)+chr(10)+chr(10)+chr(10)+chr(10)"

in the page header and added put "_pageno <> 1" into the print when expression. i left the 2" margin at the top of the title block. now it works perfectly.
